are we now charged for payments sent using a cc or debit card for friends and family?

Always have been, friends/family payments are only free if you fund them from funds in your paypal balance OR bank account.
You always pay a fee for card funded f/f payments.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
