Im buying a £90 item from a guy on facebook , If he dont send it to me can i get a refund from PayPal ?

That would depend on many factors.
You need to go and read up on paypals buyer protection in their user agreement and then risk assess your own transactions.

For me to answer that would mean me going and copy / pasting the whole of paypals buyer protection policy and putting it on here.
So go and read it for yourself as if you are protected depends on many factors.
