If you are the sender of the payment and its showing as pending / unclaimed WITHOUT a cancel option then that means the payment has gone to an email address that is not connected to a Paypal account.
Either the seller has not linked it / made a mistake when sending it / has not verified it.
If he can't sort it and claim it then it 'times out' 30 days post-payment.
