can't issue PayPal refund after dispute opened

After our internal mail lost a package, One of my eBay clients opened a dispute due to non-delivery. This put a hold on my PayPal account and sent it into negative territory. I transferred the account from my bank account to cover the negative balance but its taking forever to transfer (why??). I can't issue a refund either despite trying several times, site simply won't let me and have no idea how to do it.
