Wrong Card Charged several times

I have two cards in my account

Card 1 is set as preferred.

Usually when using PAYPAL I get to choose at checkout whether to pay with preferred or to change.

Two online websites offer paypal, however when I select this option, it automatically charges card 2 (I don't even get the option to charge card 1).

Any ideas?

I might just delete card 2, then transact again as a test, then re-add card 2
