Has anyone found a solution to this issue? Paypal is not responding to messages and cannot get a live agent on the phone. Just recently switched to Paypal Pro from my previous credit card processor in the hopes of less issues and better customer service . Have not been able to successfully make not one successful charge yet due to this error message. HELP!!!
