I have set up an event through Eventbrite and someone (in Greece) tried to regsiter and pay throigh the related PayPal account. They got this message.
Not very imformative message. Anyone have any ideas what the problem might be?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
