Unconfirmed Address

Hi, 

I sent money to someone in Italy but the person cannot receive the money for the last 20 days (every time they say different reason). Now they say it's because my address is unconfirmed (even though I have attached credit card to my PayPal account and used it many times before that). I checked if the billing address and the shipping address are the same and they are.

How it can be resolved? Please assist.
