Unable to subscribe to a service

I am trying to subscribe a to service which has $4.99 USD cost. But when I am trying to make payment I am getting following error.

Sorry, we couldn't set up your subscription using the card you selected. Please try another card.

I tried with two different cards.

There are only select banks in India whose credit/debit cards paypal accepts.. you might wanna check them out..

iam using sbi, bank of india, hdfc its not fixed in these major banks then why paypal is advertising like now shop the world with paypal in india. m done with it
