Thank you for contacting PayPal support. I understand that you are unable to complete the transaction you're making. This could be due to an internal error with the attempt you're making. Please know that if there is an internal issue, then our system restricts that specific payment for a certain period. I suggest you to complete the transaction using a different funding source to see if that works out for you.
