Transaction Fee reversal Italy during pandemic Covid19

Hi,

I sold item with postage to Italy in April when covid19 was starting.

I could not post due to courier restrictions for Italy and client cancelled as it was uncertain when pandemic will finish.

I have asked PayPal to reverse fee for transactions and to my surprise, I have received advice from Paypal to find another courier.

My question, is Paypal aware of pandemic and Covid19 restrictions in different countries?
