Sent money to a family member and they can't access the funds

I tried to send money urgently to a family member and they couldn't access the funds, so I cancelled and tried again, of course the amount was taken out of my card both times. Then same problem funds not released/on hold/no reason why????.  Then another family member tried and the same problem.  Now we are at the loss of 3 x amount for gods knows how long until we get out money back and the person urgently needing money can't get it.  I'm 1,500 euros out of pocket and can't help my family member.  This is shocking given that this is what you see when you google sending money to family and friends at the top of google search 

No way to contact anyone no email and no phone number, just a run around on their site to help topics and community - this isn't a problem I can solve by myself!!!
