Received a payment in euros to pounds but haven’t received the amount stated at conversion

I received a payment of €110 euros. I’ve paid €13.95 euro to the merchant and €3.95 fee to PayPal so should have revived around £85 however I’ve only received £78.50. Does anyone know why this is
