So I bought service from internet. She asked to me send amount in Philipphines, which I did. Then I got a screenshot from him, that it will be refunded within 5-6 days. He got an error message ”can’t accept any payment right now, while the refunded processing”, then later on: ”can’t accept lower payment”, third one: ”Try to using your email to send on the sender not a request for some problem” fourth one: ”Sorry cant accept any payment right now, all your funds will be back to sender” and last one: ”cant accept the currency or try the money of the sender to access on your account” He sended also the transaction id, but i’m not sure will get those moneys back. I sended ”send money with friends” I have also sended a dispute to Paypal check it out.

That would depend on whether your bank help you or not.

Banks and debit cards don't give you the same protection as credit cards but as i said above as you sent a 'gift' of money to someone then even a c.c. may decline but worth trying.

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a “gift” payment, there is also no Buyer protection as no goods or services should have been exchanged.

If he was not a close mate or family member you should never use that option as it enables the seller to evade paying his paypal fees and negates your buyer protection at the same time. You would also not be able to open a dispute (apart from one citing an unauthorised transaction (but that option is for hacked accounts so would be closed as you had authorised the transaction).

If you funded your paypal payment via a credit card then contact your card issuer and see if they will assist you but unfortunately as it was a 'gift' payment they may decline as well.

Okay so Paypal declined the dispute, but I have the screenshots of transactions, but i’m not sure are those real or not. There is visible what I sended, transaction id, and comment ”its automatically refunded withing 5-6 working days”
