Paypal stopped accepting my debit card and it's good

Today paypal wouldn't accept my debit card to buy a Johnny Bench card.Earlier today they said a seller wouldn't ship to my address. March 1 they didn't give my payment to the seller. What is wrong all of a sudden with PayPal ?
