Payment to Pakistan

I sent a payment from to Pakistan on the 19th however recipient has not received funds until today. Does anybody know how long it takes please?

Paypal is not available or supported in Pakistan.

So he must have registered to use another countries paypal account which is against paypal rules and would never work properly for him.
