Payment taken from PayPal, but vendor transaction never completed?

Neither PayPal nor the vendor has a way to contact them and I can't lose this $400 when my family is starving!

The transaction was never completed. But for some reason, PayPal took my money! How do I fix this? It says I can click the "Cancel" button. But there is no such button.

If its showing as pending then it will time out 30 days post payment if not claimed or completed.
