Payment Declined

So basically, I have a past due fee for a subscription I have with xbox, and I tried to pay the fee, but it says that the payment was declined, and I do not understand why. I have contacted Microsoft Support about this problem, and they told me to contact PayPal about this... I want to know why my payment was declined, and how I can fix this problem. Thank you to anyone who can help me with this problem.

Have you cancelled the subscription?


Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments''.

There is no option

manage pre-approved payments

under payments !???

I only have two

- Manage your automatic payments

- Ebay refunds and disputes

?
