PayPal reports that a case shouldn't be opened

I purchased an item on ebay and paid with paypal then get a mail saying it may have come from a compromised account, it said i should raise a dispute, but ebay says paypal wont let me do that and i cant seem to raise a dispute on paypal either

Can you see the transaction in your paypal account?

If so click on it and use the 'resolve a problem' link on that details page.
