PayPal prompting to add credit card when there's enough balance

Hiya,

When I try to pay for something (which costs $9.99) through my PayPal account, I get prompted to add an additional payment option to complete my purchase, while there is €20+ on my balance.

Why does this happen and how can I bypass this?

it wants to be assure you are who you are,a credit card wil go thru AVS check,so now your account is confirmed
