One Time Ebay Seller fees, paypal payment option changed.

I`ve always paid my ebay seller fees directly from Paypal account balance. This past few weeks though I can only pay via "pay after delivery" option which takes payment from Bank Account. I`ve contacted ebay who`ve said it`s a paypal issue and many other users have reported the same problem.
Is it a new paypal rule or is it just a glitch in the system? 
Does anyone know of a workaround?
I haven`t set up the monthly automatic fees as I like to get paid for one item, pay ebay fees from paypal balance immediately, then pay for postage through paypal balance immediately and use the remainder to buy from ebay.

do you have a social security number added to your Paypal account?

You don't have to add, and do not have SSN's in the UK.

Lots seem to be having this problem as you said so it could just be a paypal glitch.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
