New user, not able to receive payments

I am a new user and my friend from overseas, the UK, wanted to send me a little Christmas gift of money on PayPal. 

She tried to send it to my account and my account said 'recipient cannot receive payment at the moment'. 

Does anyone know how to solve the problem? Payment not agreed message.
