My clients' payments are not coming through

Hi, I have recently opened a Paypal account as a freelancing illustrator, and my client is trying to pay me the upfront fee for my services, but is getting declined every time. He has been refunded every time, except for the last time, which he has not been refunded for. Seeing as I have not received the money, I want to know what is going on and why it keeps getting declined. I am a business account in Egypt.

Have you add a visa credit card to allow auto withdrawal in your country for received payments?
