I found that I am unable to pay for things like eBay shipping from my Paypal balance. When I go to my wallet payment options, the only option available is my bank account. Is the only way to pay from my balance, by opening up a Paypal Cash Debit card?
Welcome to the community and thank you for your post. It sounds like you have a billing agreement in place for your eBay shipping. If so, you may have your bank or card registered as the primary funding source which would by-pass your balance.
