How can I issue a refund for someone on PayPal via iPhone App? I don't see the ISSUE REFUND button on the app.

Use your phone's web browser to log on to your PayPal account to issue refund.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
