Paypal doesn't guarantee you anything, they give you some buyer protection but you have to read up on it first in their user agreement and then risk assess your transactions.
If buying from a private seller make sure the item is fully described in your payment method in case you have to raise a dispute for item received but not as described and DO NOT use the friends/family option or you will negate any buyer protection.
