Horrible phone help and slow answers on messaging

Is anyone else experiencing this horrible service from paypal?? i have had 3 calls dropped before even connecting and mid conversation. Extremely long holds on phone and 6 hrs to get a message back. 

i am trying to buy items in Antigua but have been denied and it isnt my CC its paypal. Can anyone confirm why they would stop this transaction. its for like $3k.??

Sellers in Antigua can only accept paypal payments if they have a linked credit card attached to their paypal account and confirmed.

This is for the auto withdrawal of funds in their country.

Have they sold before? Only they would need to add your currency as a receiving currency to their paypal account to accept the funds.
