If they did not have an account then it would show as pending / unclaimed.
If its showing as 'sent' then it has successfully completed to the email address / linked to a paypal account that you sent it to.
If you were paying for goods / services using that option then you may well have been scammed by them getting you to send it f/f and then telling you it has not gone through. They know you can't open a dispute to get it back again.

You can't do anything. PayPal send an email to the receiver, letting them know about your payment. Now they have the option to accept the payment by opening a PayPal account. If they don't do it, the payment will be returned after a certain time. But you will find the exact information you are looking for within PayPal FAQ, or you send a message to PayPal customer support. I am sure you will not be able to just cancel it.
