Subscription plus overages

I have a client who would like to bill their customers as follows.
1) A fixed fee per month.
2) Possibly any overage fees once a month.
3) If the overage fees exceed a threshold require payment of the overage fees immediately and reset the overage amount to zero.
Can this be done in any manner with the PayPal Commerce Platform?
Worst case, I'm thinking, we could do a fixed fee subscription and then invoice for overage charges?
But, is there a way to just charge the customer without waiting for them to sign in and honor an invoice?
I also am not sure about which system I need to use (e.g. PayFlow Prop, PayPal Commerce Pro, etc...)
Thanks for any help
