Rate_Limit_Reached error when manually sending IPN's.

Since the first week of July, 2021, I've been getting an error message stating: "rate_limit-reached" and a debug id. I have opened a tech support case, and heard almost nothing back. I see other users with the same issue. Has anyone had any success in getting this resolved?  This is problematic because I have to manually do everything the IPN would do if it weren't stopped by the rate limit error.  Getting a support rep on the phone has been difficult and pointless, and getting a response in the case I opened has been next to impossible.  I'm a small company who does maybe 50 transactions a week, so I don't know why I'd be getting rate limited.  Is this something that can be solved by upgrading plans with paypal?  I'm out of patience with this situation.
