Primary receiver in the US and secondary with a mexican account, is that possible?

As a Crowdfund site, using chained payments can the primary receiver be a US person and the secondary receivers be a Mexico person?
I’m looking to develop a crowdfund site for mexican people but I want to incorporate my business in the US, so what I’m interested in knowing is if I can set up a business account with chained payments that will allow me to pay the people in mexico?
