Paypal order page is forcing users to input their phone number

I am testing my checkout process and noticed that the Paypal order page is forcing user to input their phone number, which will definitely cause many orders to not go through: https://www.screencast.com/t/BhhAfuXLs7
I have verified that the phone number field in my PayPal account is indeed turned OFF, and you can also see in this screenshot that Paypal even states that the phone # as a required field causes people to not complete the transaction: https://www.screencast.com/t/o3fQtL2hVE9
The page builder platform I am using says that the issue is coming from PayPal and not caused by them.
How can I remove this field?
