If using any processor besides PayPal, you just post to pilot-payflowpro.paypal.com for test transactions.
If you are using PayPal as your processor, you create a Sandbox account at https://sandbox.paypal.com and then send in a request to Payflow support to have them added to your account. Make sure to include your Payflow Login ID in your request.
