PayPal PayFlow Pro Service throwing "Merchant Country Unsupported" error

I am based in the US and trying to help a client in Spain setup their PayPal PayFlow Pro Service. They are the ones that contacted PayPal and setup an account and got the proper API credentials. But when I enter the credentials on their site and attempt to process a transaction, I get the error message, "Merchant country unsupported. The merchant country is not supported." It seems like there are two possible answers to this: PayPal sold them the wrong product since PayPal PayFlow Pro Service does not appear to be supported in Spain, or somehow they have a product that works in Spain but does not process transactions from the US (not likely, I know). Maybe there is a third option as well. I'm just trying to get my head around this one. Any help anyone can give would be much appreciated.
