No Access to PayPal Manager?

I have been with PayPal almost 20 years and never had a problem until about a couple of years ago when everything seemed to change and since then, my shop has never worked consistently, I just just get the occasional order where someone got lucky.
I really need to get into the PayPal Manager to get a closer look at what's going on, BUT it doesn't appear, all I get is an apologetic note saying they're working on bringing it to me - good o.
I'm wondering, does anyone else have this problem, or is it just me?
