INR transactions are getting declined in INR payment flow.

We have implemented INR flow, in this we show price only in INR to Indian consumers. But still while using Indian bank cards for payment, Paypal shows the message that enable card for international transaction which has already been enabled in cards. 

One of the Indian bank has rejected the transaction due to security issue also.

So I am afraid is Paypal fully functional in India?

Are you using PayPal Payflow?

"Payflow Gateway is available in the following countries. If your country does not appear in the list and you use Payflow without PayPal as your processor, Payflow is not available.
