Payflow Pro Pilot test requests always result in Approved

I am trying to test my new integration using the Payflow Pro "Pilot" endpoint (i.e. https://pilot-payflowpro.paypal.com). According to the Payflow Pro Developer Guide, I should be able to use specific amounts to trigger the appropriate failure responses. For example, an amount of $1012.00 should result in a failure result of "Declined". However I am getting "Approved" (Result=0) in all cases.
Is the documentation wrong? Do I need to configure my account in a certain way to trigger this test mode handling?
