Payment sent, balance gone, but seller receive nothing, and no transaction history

Hi so I sent a payment just now, and my balance has been debited, but the seller received nothing, and I couldn't find anything on my transaction history (checked from iPhone PayPal App and from PC browser). I used PayPal for a long time and this is the first time this happen to me. I made the transaction via PayPal app on my iPhone. My account is not limited, and connected to credit card. Is something wrong?

So after 1 hour, I finally got the confirmation email and the payment went through, case closed. I think there must be a glitch on PayPal. Thanks.

This happened to me again today, it has been 3 hours and no transaction details appeared in history. No confirmation email, but my balance has been credited.
