i keep getting texts saying my paypal account has been limited due to logging in from unknown device . is this a scam or can i call paypal to find out

For you to find out if the notifications were real, you can login directly to your PayPal account and go to the resolution center. If the account is limited, there should be an open case about it. You can also check your notifications.
