paid but not completed - a Paypal problem not a client problem

Hi, I'm not certain this is the correct forum, but apologies if I chose the wrong one.  I’ve had a problem that I’ve tried at least 10 times to resolve on the PayPal website, to no avail.  No one contacts me – ever.  The issue is this:  On 15 Nov a regular client of mine paid me my usual fee.  It shows as paid, but it DOES NOT show as completed.  Also the balance doesn’t change, so it can’t possibly have been completed. I have not received that money.  His bank statement shows it was paid.  I believe him. and he showed me his bank statement to prove it.  This is as PayPal problem and not a client problem.  How do I get this sorted?????
