I purchased an item off a scam site. Guess what. They provided FAKE tracking # that said delivered to my address. Craziest thing I've ever seen. I asked my bank to block it even though PayPal settled the case in the seller's favor...Complete crap. PayPal basically encourages scamming it seems. No real way to dispute things with PayPal.
