clicking Send Email on paypal does not work..

been trying to contact paypal via their email link.. I fill out the form.. but when I click send it does nothing.. 

tried clearing my cache

tried switching browser from Internet Explorer 10 to Microsoft edge.. same problem is occurring.. 

tried contacting chat.. they told me to do exactly what I just did 5 times in a row.. it's like talking to a robot ( which Ii actually think is the case).. they are useless....

I can't get email to work either - same as planetearthtoys, except Chat doesn't work either (I'm in the UK and maybe chat is only for USA?)

chat is useless.. only thing you will accomplish is stating your problem, they tell you to call the telephone # then they keep asking you to end the chat.. severely horrible customer service on chat...
