Where to report fraudulent IPN activity?

Hi folks,

Who should I contact at PayPal about security concerns? We've got someone attempting to hack our PayPal checkout/button and we're receiving unusual IPN to our handler.  I've tried Merchant Technical Support but there is a notice saying it's a work in progress and there's no way to submit a ticket.

You can submit a ticket at PayPal Merchant Technical Support where they can look into your concerns.
