Tracking information uploaded but PayPal system still asking for tracking info

Dear All, I am new to PayPal. I received an order from a Kayley Alexander from Cardiff for my baby top and skirt set. I sent the goods to her, and sent tracking number 02140214-BC98-4301-0A20 to Kayley, but she didn't reply to all 3 of my emails. I have also updated the tracking number twice on PayPal, yet PayPal still ask me for tracking number. I have updated tracking number again and again, the same message occurs. PayPal has also withheld my payment for this transaction. Can anyone please advise what I should do? EBAY keep saying the my paypal isn't linked to Ebay, but in fact I have linked it to Ebay a few times. Can anyone please advise? I am self-employed and am having a difficult time during lockdown. I hope I haven't come across a scammer?
