There is no "escalate dispute to a claim" button.

I've been scammed and am trying to get a purchase refunded, and opened a dispute some time ago which the seller has ignored. Paypal's help page claims I can escalate it to a claim by clicking a button near the bottom of the dispute page, but there is no such thing.
What can I do?

I would like to add that yes, it has been less than 20 days since I opened the dispute, and it has also been more than 7 days after the payment. So none of that should be a problem.
