The best thing to do if you think someone has or is trying to access your PayPal account without permission is to log on, change your password and security questions (https://www.paypal.com/smarthelp/article/faq1440), and add Two Step Authorization to the account (https://www.paypal.com/smarthelp/article/faq4057).
