Refund

I submit unauthorized transaction for item I canceled but the vendor still continue and execute it.

Then payapl disagree and reported transaction was authorized.

Now I never got the product   and can't make a new claim since paypal keep giving me the old resolution and not letting me open new problem.

Can you advice?
