No money given back

The bank accounted for the monies I requested from PayPal to come from my bank account. And at first it said there was no money in my account and then my bank account said the money was sent to PayPal.I have not seen a dime.why?

Paypal is 'country specific' so advice often depends on what country you are in. As you have not added your country to your community profile or said in your post then we can't help at the moment.
Also no idea what you are talking about, can you be more concise?
