I withdrew money to this paypal and it’s locked. Is there any way to get it back as it’s not showing in my account due to the account being suspended. How will I get my money back? Thanks

I ordered DeWalt tool set off the internet send money via my bank debit card and have yet to receive any items. When I receive my bank statement it shows that my payment went to someone's PayPal I want everyone to be aware of this because I do believe this is a scam it was for DeWalt tools and the price that they're charging everyone is $58.95 so please be careful.
