IPN says DISABLED..??

Hi all,
I've set this thing (IPN) several times, and never ran into this issue, so I'm a bit stumped.
A client of mine set up a paypal account and filled in the IPN communication url (good) and enabled it (good).
When I do a payment to that address, it does communicate correctly (good), but the first word that it comes back with is "DISABLED" instead of "VERIFIED". From what I know, the account has been verified (bank info) and IPN is enabled. The payments also come back correctly, approving the order. But still.. it says "DISABLED" instead of "VERIFIED".
What am I missing?
